Welcome to this week’s meeting of the eClub of the State of Jefferson.
I am Bob Gibson. I am honored to be in the position of Interim President again.
We are approaching the end of the Rotary year. It is a time to reflect and assess our activity of the past year and make plans for the next year. Your Board of Directors will be discussing issues and activities that will guide our progress. I hope that you have responded to the “call for vote” on our slate of officers. These Rotarians have volunteered to take leadership roles in our Club.
We will work very hard to inform you of issues and proposals that come before the Board. In addition, we will create opportunities to get your input. Please consider getting involved and participating in your Club. We have exciting opportunities before us.

We are thrilled to announce that we will be taking a group to India to participate in a National Polio Immunization Day this September.
Please feel free to share this information with the Rotarians and clubs in your District as soon as possible as the size of this group will be limited and confirmations in the program will be on a first come, first served basis. We expect this trip to be filled within the next week or two.

I’m saddened to inform you that Pakistan has reported another three cases of wild polio, the latest case occurring on May 11th. All three cases were reported in the Khyber Pakhtunkhwa Province of Pakistan, near the border with Afghanistan, bringing Pakistan’s total to 6 for the year.
The number of wild polio cases for 2022 as of June 1st, is now 8 (1 in Afghanistan, 6 in Pakistan and 1 in Mozambique).
The total number of wild polio cases in 2021 were 6 (1 in Pakistan, 1 in Malawi and 4 in Afghanistan).
The total number of wild polio cases in 2020 were 140 (84 in Pakistan and 56 in Afghanistan).
The total number of wild polio cases in 2019 were 176 (147 in Pakistan and 29 in Afghanistan).
We remain undaunted by this event and must put into perspective the millions of children that we have saved from Polio. This event is yet another reason to reaffirm our commitment to this cause, to stand up and to be counted upon as a warrior fighting to help educate and advocate for continued work, and to raise funds to win this battle -- we will win, and Polio will lose.
This is also my gentle reminder to ask that if you still have not donated to PolioPlus, please consider this a reason to affirm your commitment and bring an end to Polio.

Every day, Rotary members respond to challenges big and small, emerging and ongoing. And when members like you participate through service or with a donation to our Foundation, we make an even bigger impact.
What can a donation to The Rotary Foundation accomplish?
Help refugees. Rotary supports refugees around the world, providing humanitarian aid to people affected by the war in Ukraine, helping new arrivals in South Korea integrate into society, and giving shelter to families fleeing conflict in Syria.
Provide clean water. Rotary clubs are working together and with local communities on projects such as constructing wells in rural Ethiopia and supporting peace by providing clean water in Papua New Guinea
Grow local economies. In the United States, Rotary members are working with adults with developmental disabilities on a vocational training project and with people on the Navajo Nation to install solar lights.
Prevent and treat disease. Rotary clubs are promoting healthy communities by helping with COVID-19 vaccination efforts in Italy, by working to reduce the incidence of malaria in Zambia, and by continuing to focus on ending polio.

Welcome to this week’s meeting of the eClub of the State of Jefferson.
I am Bob Gibson. I am honored to be in the position of Interim President again.
Your Board of Directors met last Thursday. The new slate of officers will be sent to you for ratification. We also discussed delaying additional work on the Bylaws and Constitution until we receive a final document from the Council on Legislation. We are trying to accommodate the unique needs of our eClub and remain consistent with Rotary International. I do not intend to allow this process to disrupt our progress with service projects.
I wish all of you well, as we move into Memorial Day Weekend in the United States. Please take a moment and join me in remembering all of those who made the Ultimate Sacrifice for our Country.

I am sad to report that a new case of the Wild Polio Virus, Type 1 showed up in the North Waziristan District of Pakistan.
The following is Rotary’s statement on the known details at this point. Please feel free to share within your Rotary network as needed.
Rotary statement on WPV1 case in Pakistan 22 April 2022
After nearly 15 months without any reported cases of wild polio in Pakistan, a 15-month-old boy in North Waziristan was paralyzed by the wild poliovirus.
Pakistan’s Polio Emergency Operations Centers have deployed teams to conduct a full investigation of the recent case, while emergency immunization campaigns are underway to prevent further spread of the wild poliovirus to other parts of Pakistan and across the Afghan border.
While this news is disappointing, it is not entirely unexpected. Despite record-low case counts, throughout 2021, polio surveillance in Pakistan had detected positive environmental samples indicating that the virus continues to circulate in parts of the country.
As the Global Polio Eradication Initiative (GPEI) responds urgently to the new case, Rotary members in Pakistan will work to raise awareness about the importance of polio immunization and advocate with the government to prioritize eradication.
The case in Pakistan underscores the fact that our work is not over, and any complacency can hinder the polio program’s progress. It is critical that Rotary members around the world intensify their efforts to raise funds for PolioPlus, so that we can provide the funding necessary to respond to any new cases of polio in polio-endemic and outbreak countries. At the same time, Rotary members can be proud of the work they have done to bring wild polio case counts to a historic low, and can continue to leverage this momentum to make polio eradication a reality.
We remain undaunted by this event and must put into perspective the millions of children that we have saved from Polio. This event is yet another reason to reaffirm our commitment to this cause, to stand up and to be counted upon as a warrior fighting to help educate and advocate for continued work and to raise funds to win this battle -- we will win and Polio will lose.

Welcome to this week’s meeting of the eClub of the State of Jefferson.
I am Bob Gibson. I am honored to be in the position of Interim President again.
Your Board understands that one measure of a Rotary Club’s success is an increase in membership. An interesting and positive discussion has developed among a few members of our Club. The discussion started with the consideration of social media to “advertise” the benefits of belonging to the Rotary E-Club of State of Jefferson. As Geoff James and Dan Smith discussed the details in organizing and implementing a social media program, Carol Fellows and Carol Ruggeri commented that there are numerous steps we need to take to make our Club marketable. This discussion illustrates the passion and energy that will create our path to success. I will be bringing your new Board together in the next few weeks to identify the planning effort we need to move forward. For sure, we can use the Visioning Project that was implemented this past year. I believe we need to address our Mission Statement and the direction we want for our Club. I want to make sure that all of you have an opportunity to be heard. And I want these discussions to be relevant. Further, I want this effort to create a foundation that can be fluid. The process should allow each new President to meet with their new Board and, using the Mission Statement and direction as guidance, put their own ideas to work.
Currently, I am in the middle of a 16-day visit to New Orleans. My photography gig here is to photograph the New Orleans Jazz and Heritage Festival. I’m working on a project documenting the re-emergence of live music and the opening of venues as the pandemic transition. I have witnessed a quality that I believe is relevant to Rotary. Most of these musicians depend on their gigs and playing for live audiences. The venues rely on the clientele. All the related industries were critically stricken. The musicians had to find a way to keep their music in front of their audience. They had to find a way to maintain their creative chops. They did it with passion and persistence. Playing their music is just as important as eating and sleeping for the musician. Whether they used “streaming” or performance from a distance, they kept their music going. Many of them created new tunes and arrangements. As Rotarians, sometimes our projects run into challenges. Sometimes the road ahead is not obvious. We meet those challenges with an eye on the horizon and with a passion to succeed. Collectively, we will bring our skills and talents to the table.

D5110 Corvallis Celebration
The three-day conference culminated with a Saturday night awards banquet, keynote speaker Dr. Jose Reyes of NuScale Energy, and musical guest Gideon Freudmann. Key to the success of the event was tenacious volunteer leadership by members of clubs throughout the region. As our District Governor Gerry Kosanovic puts it so well, Rotarians everywhere really stepped up to the plate.

Rotarians unite to send medical aid to Ukraine
Rotary members in North America, Argentina, and Europe are collaborating with a U.S.-based association of Ukrainian health care workers to collect and ship more than 100 tons of critical medical supplies to Ukraine. The effort was built off of connections Marga Hewko, president of the Rotary Club of Chicago, had forged with the Ukrainian medical community in Chicago. Rotary clubs have pooled their resources to secure donations from equipment manufacturers and purchase supplies which are then flown over to Europe for distribution within Ukraine. From Ukraine to Denmark: 17-year-old refugee finds a home with Rotarians

Editors note: Like many Rotary members, Rotary Foundation Trustee Per Høyen, a member of the Rotary Club of Aarup, Denmark, had a desire to take action in response to the unfolding humanitarian crisis in Ukraine. Through the Rotary network, he and his wife learned of a 17-year-old Ukrainian refugee, Artem Ziablov, temporarily staying in Germany. In this second of two blog posts, Artem shares his journey from Ukraine to his new host family in Denmark.

I am a student of Karazin Kharkiv National University where I am in the first year of my studies for a bachelor’s degree in math and computer science. One week before the war started, my mother took me from Kharkiv to Irpin, a city in the Kyiv region, where I lived before my studies. On the morning of 24 February at five in the morning my mother woke me up to tell me that the war had started and that the country was under attack. I looked out the window and heard the bombs being dropped on Gostomel airport, 10 kilometers from our house. Ukrainian fighters were in the sky very close to us and Ukrainian missiles were firing at Russian troops, so it was very scary to stay there.
We gathered up clothes, and the first night we went to a bomb shelter. But it was very crowded with many people complaining so we stayed at another house instead. We each had a backpack, our passports, and laptops. We had booked tickets for a train, but the trains were all so packed that we decided to leave by car. Since we don’t have a car, I phoned my best friend to ask him if he could take my mother and me to somewhere in western Ukraine. But he said that he had a problem, as he was already transporting seven other people. Nevertheless, we all packed into the one car, and we left our dog and cat in our neighbor’s care.
We went to Khmilnyk, a city in the Vinnytsia region of western Ukraine, and stayed there for one day before moving on to Lviv. There, we had a friend, Lars, who is a Danish Rotarian. We stayed in his flat for a week, and then I went with my mother, a friend, and his mother to Poland, where we spent a few days. From there, my mother and I went separate ways. Because she could keep working in Bulgaria, she went there to stay with friends, while I went with my friend and his mother to Germany. It was there that the Høyens came to get me.
The trip from Ukraine to Europe was difficult. It is hard to leave your home and it is hard to see images of places where you have spent lots of time and realize some of those places no longer exist. It is very emotional. At the same time, you understand that your life is much more important than all the stuff you are leaving behind.
In a sense, there is less uncertainty now that the invasion has happened. Before, everyone at the university was speculating on what would happen if Russia invaded. Many were thinking it would be like in 2014, and that there would be sanctions but nothing else. Seeing how the rest of the world has responded has been amazing. When we were crossing over into Poland, all the volunteers were extremely friendly and there were so many people helping.
I am still in touch with many of my friends, some are in France, Germany, or Poland. We have been talking through social media and chatting asking, “How are you” and “what are you doing” in this and that country. I also have a friend who is in the Ukrainian army and we are in touch trying to help each other.
At first, I couldn’t think of doing anything. I just sat around watching the news. Recently, I’ve begun to have time to think about and reflect on all that has happened. A few week ago, I was able to get in contact with one of my teachers who stayed behind at the University to make the best of it. The teachers are providing many of us with lessons remotely so we can carry on our studies.
I am starting to be able to resume some kind of daily life. I had actually been to Denmark a few times before the war, and it is very nice. The Høyens have been gracious hosts. I’m grateful of all the Rotarians and other organizations who have been helping.

Join with Rotary to promote the power of vaccines to protect children and save lives.
During World Immunization Week, 24-30 April, let’s advocate for polio eradication and the importance of vaccines to the health and well-being of our communities.
Vaccines are one of the greatest advances of modern medicine. They’re safe, effective, and save millions of lives each year. Our progress in the fight to end polio is proof that vaccines work.
The Global Polio Eradication Initiative estimates that the polio vaccine has saved more than 20 million children around the world from paralysis. We need to continue vaccinating children against polio, because as long as the poliovirus circulates anywhere, it is a threat everywhere.
Here’s how you can support Rotary’s efforts during World Immunization Week:
- Use the World Immunization Week Toolkit for graphics and sample posts to share on social media with the hashtags #EndPolio and #VaccinesWork.
- Donate to PolioPlus to help Rotary and our partners deliver polio vaccines to vulnerable children. Or start an online fundraiser using Raise for Rotary and share it with your friends, colleagues, and family members. All contributions will be matched 2-to-1 by the Bill & Melinda Gates Foundation.
Rotary districts can give District Designated Funds (DDF) to PolioPlus to help meet our goal of raising $50 million each year to eradicate polio.

Welcome to this week’s meeting of the eClub of the State of Jefferson.
I am Bob Gibson. I am honored to be in the position of Interim President again.
Your Board of Directors met last week. We had a full and varied agenda. The Constitution and Bylaws were discussed. We have a Constitution, recently approved by the Board and general membership. We have a set of Bylaws that has been “in force” for a number of years. We are going to continue to consider both documents. We want to make them relevant to our Club and compliant with Rotary International. R.I. is moving towards more flexibility. As we know, flexibility can create some uncertainty. I will keep you up-to-date on this topic.
We also discussed the slate of officers for the upcoming year. You will receive an email with the slate identified. Please respond with your vote. You will see that we are missing a President-elect and a President-elect Nominee for the Rotary year 22-23. Being involved in a leadership role in your Rotary Club is a wonderful way to really learn more about Rotary. Every member is qualified to participate. Please let any of your Board members know if you are interested.
We also discussed the progress of our grant application for a “literacy” project. We have donated $5,000 to the Chinle Bookmobile project. A District Grant application is being completed to supplement this support. The importance of supporting literacy and education cannot be overstated.
This year’s participation in the District RYLA program was discussed. We will be interviewing candidates for this wonderful opportunity. Over the years I have witnessed the leadership, conflict resolution and communication skills that the students acquire at this camp. They truly come back with increased confidence and poise.
On another note, I encourage you to consider attending the District Conference this weekend. DG Gerry has a great celebration planned for April 28, 29, and 30. Details are on the District 5110 website.

April is Maternal & Child Health Month
Rotary makes high-quality health care available to vulnerable mothers and children so they can live longer and grow stronger.
We expand access to quality care, so mothers and children everywhere can have the same opportunities for a healthy future. An estimated 5.9 million children under the age of five die each year because of malnutrition, inadequate health care, and poor sanitation — all of which can be prevented.
How Rotary makes help happen
Rotary provides education, immunizations, birth kits, and mobile health clinics. Women are taught how to prevent mother-to-infant HIV transmission, how to breast-feed, and how to protect themselves and their children from disease.

Rotary statement on WPV1 case in Pakistan 22 April 2022
After nearly 15 months without any reported cases of wild polio in Pakistan, a 15-month-old boy in North Waziristan was paralyzed by the wild poliovirus.
Pakistan’s Polio Emergency Operations Centers have deployed teams to conduct a full investigation of the recent case, while emergency immunization campaigns are underway to prevent further spread of the wild poliovirus to other parts of Pakistan and across the Afghan border.
While this news is disappointing, it is not entirely unexpected. Despite record-low case counts, throughout 2021, polio surveillance in Pakistan had detected positive environmental samples indicating that the virus continues to circulate in parts of the country.
As the Global Polio Eradication Initiative (GPEI) responds urgently to the new case, Rotary members in Pakistan will work to raise awareness about the importance of polio immunization and advocate with the government to prioritize eradication.
The case in Pakistan underscores the fact that our work is not over, and any complacency can hinder the polio program’s progress. It is critical that Rotary members around the world intensify their efforts to raise funds for PolioPlus, so that we can provide the funding necessary to respond to any new cases of polio in polio-endemic and outbreak countries. At the same time, Rotary members can be proud of the work they have done to bring wild polio case counts to a historic low, and can continue to leverage this momentum to make polio eradication a reality.
We remain undaunted by this event and must put into perspective the millions of children that we have saved from Polio. This event is yet another reason to reaffirm our commitment to this cause, to stand up and to be counted upon as a warrior fighting to help educate and advocate for continued work and to raise funds to win this battle -- we will win and Polio will lose.

Vaccines are one of the greatest advances of modern medicine. They’re safe, effective, and save millions of lives each year. Our progress in the fight to end polio is proof that vaccines work.
The Global Polio Eradication Initiative estimates that the polio vaccine has saved more than 20 million children around the world from paralysis. We need to continue vaccinating children against polio, because as long as the poliovirus circulates anywhere, it is a threat everywhere.
Here’s how you can support Rotary’s efforts during World Immunization Week:
- Use the World Immunization Week Toolkit for graphics and sample posts to share on social media with the hashtags #EndPolio and #VaccinesWork.
- Donate to PolioPlus to help Rotary and our partners deliver polio vaccines to vulnerable children. Or start an online fundraiser using Raise for Rotary and share it with your friends, colleagues, and family members. All contributions will be matched 2-to-1 by the Bill & Melinda Gates Foundation.
Rotary districts can give District Designated Funds (DDF) to PolioPlus to help meet our goal of raising $50 million each year to eradicate polio.

Welcome to this week’s meeting of the eClub of the State of Jefferson.
I am Bob Gibson.
I am going to add an agenda item to today’s Board meeting. I’m sure all of us are following the many emergencies around the world. Rotary has stepped up to meet many of the humanitarian challenges. I am going to ask for a volunteer or small group of volunteers to compile a list of Rotary efforts and how we can contribute and participate in this effort. Rotary is being effective in Ukraine by building on relationships that have developed with projects, prior to the Russian invasion. This has resulted in massive shipments of medical supplies finding their way to where they are needed. I would like to make it very straightforward for our members to participate in these efforts with our donations.
Your Board will also be discussing the legislative documents (Constitution and Bylaws). I will have more to report next week. I will also have an update on the nominations for Club officers.

Every day is Earth Day

This Friday is the 52nd anniversary of Earth day – the World’s largest secular holiday to celebrate and bring focus to protecting our shared home. Environmental issues are humanitarian issues with escalating consequences for us all.
The most recent report from the Intergovernmental Panel on Climate Change (IPCC) trumpets us to be People of Action and rise to the occasion to protect our common legacy: the environment. While the data is bleak, we can, and must for our children and grandchildren, take action to lessen the inevitable changes that are coming as a result of environmental degradation and climate change. We look forward to hosting John Mathers at the District Conference to bring us awareness of the issue and tools to make a difference. April is Maternal & Child Health Month
Rotary makes high-quality health care available to vulnerable mothers and children so they can live longer and grow stronger.
We expand access to quality care, so mothers and children everywhere can have the same opportunities for a healthy future. An estimated 5.9 million children under the age of five die each year because of malnutrition, inadequate health care, and poor sanitation — all of which can be prevented.
How Rotary makes help happen
Rotary provides education, immunizations, birth kits, and mobile health clinics. Women are taught how to prevent mother-to-infant HIV transmission, how to breast-feed, and how to protect themselves and their children from disease.
Rotary Peace Fellowship application open now
Rotary’ Peace Centers increase the capacity of existing and committed peacebuilders through academic training, hands on field experiences, and global networking opportunities. Application deadline 15 May.
Club Presidents & People of Action - as we prepare for the District 5110 2022 Celebration Conference in Corvallis, it is our intent to merge a service project with our April 30th event, one that would have a defining humanitarian focus of serving others in need.
To that end, I am thrilled to announce that we have partnered with the Red Cross to establish a rewarding, fulfilling, fun competitive virtual blood drive:
District Drives to Save Lives. This event began March 22 and concludes at the Celebration's Friday night Street Party on April 29.

From Ukraine to Denmark: 17-year-old refugee finds a home with Rotarians

Editors note: Like many Rotary members, Rotary Foundation Trustee Per Høyen, a member of the Rotary Club of Aarup, Denmark, had a desire to take action in response to the unfolding humanitarian crisis in Ukraine. Through the Rotary network, he and his wife learned of a 17-year-old Ukrainian refugee, Artem Ziablov, temporarily staying in Germany. In this second of two blog posts, Artem shares his journey from Ukraine to his new host family in Denmark.

I am a student of Karazin Kharkiv National University where I am in the first year of my studies for a bachelor’s degree in math and computer science. One week before the war started, my mother took me from Kharkiv to Irpin, a city in the Kyiv region, where I lived before my studies. On the morning of 24 February at five in the morning my mother woke me up to tell me that the war had started and that the country was under attack. I looked out the window and heard the bombs being dropped on Gostomel airport, 10 kilometers from our house. Ukrainian fighters were in the sky very close to us and Ukrainian missiles were firing at Russian troops, so it was very scary to stay there.
We gathered up clothes, and the first night we went to a bomb shelter. But it was very crowded with many people complaining so we stayed at another house instead. We each had a backpack, our passports, and laptops. We had booked tickets for a train, but the trains were all so packed that we decided to leave by car. Since we don’t have a car, I phoned my best friend to ask him if he could take my mother and me to somewhere in western Ukraine. But he said that he had a problem, as he was already transporting seven other people. Nevertheless, we all packed into the one car, and we left our dog and cat in our neighbor’s care.
We went to Khmilnyk, a city in the Vinnytsia region of western Ukraine, and stayed there for one day before moving on to Lviv. There, we had a friend, Lars, who is a Danish Rotarian. We stayed in his flat for a week, and then I went with my mother, a friend, and his mother to Poland, where we spent a few days. From there, my mother and I went separate ways. Because she could keep working in Bulgaria, she went there to stay with friends, while I went with my friend and his mother to Germany. It was there that the Høyens came to get me.
The trip from Ukraine to Europe was difficult. It is hard to leave your home and it is hard to see images of places where you have spent lots of time and realize some of those places no longer exist. It is very emotional. At the same time, you understand that your life is much more important than all the stuff you are leaving behind.
In a sense, there is less uncertainty now that the invasion has happened. Before, everyone at the university was speculating on what would happen if Russia invaded. Many were thinking it would be like in 2014, and that there would be sanctions but nothing else. Seeing how the rest of the world has responded has been amazing. When we were crossing over into Poland, all the volunteers were extremely friendly and there were so many people helping.
I am still in touch with many of my friends, some are in France, Germany, or Poland. We have been talking through social media and chatting asking, “How are you” and “what are you doing” in this and that country. I also have a friend who is in the Ukrainian army and we are in touch trying to help each other.
At first, I couldn’t think of doing anything. I just sat around watching the news. Recently, I’ve begun to have time to think about and reflect on all that has happened. A few week ago, I was able to get in contact with one of my teachers who stayed behind at the University to make the best of it. The teachers are providing many of us with lessons remotely so we can carry on our studies.
I am starting to be able to resume some kind of daily life. I had actually been to Denmark a few times before the war, and it is very nice. The Høyens have been gracious hosts. I’m grateful of all the Rotarians and other organizations who have been helping.
